A company wholly owned by a council to operate certain services. The term ‘Teckel’ comes from a particular legal case and the test on whether a local authority owned company qualifies for the ‘Teckel’ exemption in the EU Procurement Regulations i.e. the council can pass the work to the company without having to put it out to competitive tender. More often known now as Local Authority Trading Companies (LATCs) or in Scotland as Arm’s Length External Organisations (ALEOs).
