A Waste Dealer is defined within the Waste (England and Wales) Regulations 2011 as 'any undertaking which acts in the role of principal to purchase and subsequently sell waste, including such dealers who do not take physical possessionof the waste'.

In essence a Waste Dealer is any person, business or organisation that buys waste with the aim of subsequently selling it, including in circumstances where the dealer does not take physical possession of the waste[1].

A Waste Dealer must have a valid Waste Dealer's Licence to operate which can be obtained by completing the online form located at https://www.gov.uk/register-renew-waste-carrier-broker-dealer-england for those operating in England. Failure to register as a Waste Dealer can lead to a fine up to £5,000[2].
